I. Purpose<\/strong><\/p>\n\n\n\n

    <\/ol>\n\n\n\n

    This policy establishes the framework by which 乐播传媒入口 (\u201cMTSU\u201d or \u201cthe University\u201d) utilizes revenues generated from out-of-state undergraduate tuition and fees, in compliance with 乐播传媒入口 Code Annotated \u00a7 49-7-196.<\/p>\n\n\n\n

    The purpose of this policy is to ensure transparency, accountability, and strategic alignment in the use of such revenues, including consideration of how those revenues may be used to mitigate tuition and fee costs for in-state undergraduate students.<\/p>\n\n\n\n

    II. Policy Statement<\/a><\/strong><\/p>\n\n\n\n

      <\/ol>\n\n\n\n

      The MTSU Board of Trustees affirms that revenues derived from out-of-state undergraduate tuition and fees are an important component of the University\u2019s overall financial structure and support the institution\u2019s educational mission, academic quality, and operational sustainability.<\/p>\n\n\n\n

      III. Use of Out-Of-State Undergraduate Tuition and Fee Revenues<\/strong><\/p>\n\n\n\n

        <\/ol>\n\n\n\n

        A. General Use<\/p>\n\n\n\n

          <\/ol>\n\n\n\n

          Revenues generated from out-of-state undergraduate tuition and fees may be used for general institutional purposes, including but not limited to:<\/p>\n\n\n\n

            \n
          1. Academic instruction and academic support services;<\/li>\n\n\n\n
          2. Student services and student success initiatives;<\/li>\n\n\n\n
          3. Faculty and staff compensation and benefits;<\/li>\n\n\n\n
          4. Financial aid and scholarships;<\/li>\n\n\n\n
          5. Facilities, infrastructure, and technology; and<\/li>\n\n\n\n
          6. Strategic initiatives approved by the Board or its designees.<\/li>\n<\/ol>\n\n\n\n

            B. Mitigation of In-State Undergraduate Costs<\/p>\n\n\n\n

            As part of its annual budget and financial planning processes, the University shall consider how revenues derived from out-of-state undergraduate tuition and fees may be utilized to help mitigate tuition and fee costs for in-state undergraduate students, which may include, but are not limited to:<\/p>\n\n\n\n

              \n
            1. Supporting institutional financial aid or scholarship programs benefiting in-state undergraduate students;<\/li>\n\n\n\n
            2. Reducing the need for tuition or fee increases for in-state undergraduate students;<\/li>\n\n\n\n
            3. Offsetting instructional or operational costs that would otherwise be borne by in-state tuition and fees; and<\/li>\n\n\n\n
            4. Investing in efficiencies or cost-saving measures that contribute to long-term affordability for in-state students.<\/li>\n<\/ol>\n\n\n\n

              No specific percentage or dollar amount of out-of-state tuition and fee revenues is required to be allocated for these purposes unless otherwise directed by the Board.<\/p>\n\n\n\n

              IV. Operational Provisions<\/strong><\/p>\n\n\n\n

                <\/ol>\n\n\n\n

                The President, or designee, shall be responsible for the administration of this policy and for ensuring implementation consistent with applicable law.<\/p>\n\n\n\n
