Dependents, can use Ch. 33 or Ch 35, if eligible, but not at the same time
Chapter 33 Dependent Process
If you are a dependent who has received Chapter 33 benefits from a sponsor – see below to start using these benefits: They must have been transferred to you while the service member was on active duty.
Chapter 33 dependent military benefits, or Transfer of Education Benefits (TEB), allow active-duty service members to transfer their Post-9/11 GI Bill, providing up to 36 months of education funding to spouses or children. Benefits MUST HAVE BEEN TRANSFERRED WHILE IN SERVICE.
- Apply and be accepted to MTSU 鈥 you will receive an email with your student ID (M#) and an MTSU email address.
- A copy of your Certificate of Eligibility (COE). You can request your COE at . You will need an ID.ME account to log in. A paper application must be submitted to the VA if dependent is under the age of 18.
- You can upload this document by visiting www.mtsu.edu/military and clicking the Secure Drop button.
If you are a dependent – (typically children ages 18-23) or spouse of a veteran with a 100% permanent service-connected disability or who died in service – see below to start using these benefits.
Chapter 35 Dependent Process
Chapter 35 dependent military benefits, or Survivors鈥 and Dependents鈥 Educational Assistance (DEA), provide education and training opportunities to eligible spouses and children of veterans who are permanently/totally disabled due to a service-related condition, died in service, or died as a result of a service-related condition. It offers monthly payments for college, vocational, or on-the-job training.
- Apply and be accepted to MTSU 鈥 you will receive an email with your student ID (M#) and an MTSU email address.
- A copy of your Certificate of Eligibility (COE). You can request your COE at . You will need an ID.ME account to log in. A paper application must be submitted to the VA if dependent is under the age of 18.

CHAPTER 33 & CHAPTER 35:
The very first time you register for classes at MTSU, reach out to the Daniels Center and request a Veterans Tab 鈥 this will be located in your Pipeline on the left side of the page. Inside your Pipeline, you will complete:
- Statement of Understanding and Enrollment Certification (SOU) – This notifies the Daniels Center what benefits you want to use. (Select from drop down box, Chap 33 Dep or Ch 35)
- Benefit User Advising Form (BUAF 鈥 Undergrad only) 鈥 Fill out your class schedule and digitally sign. It will go to your advisor for approval, then they will forward to us.
- If you are using Ch 35 you have the option to use the Benefits Deferment – it “hides” the tuition and if that is all you owe – you can confirm your classes. It will come back on your account after a week or so and you have the semester to pay it off.
- If you are using Ch 33 – We take those two documents, calculate your benefits, submit to the Bursar to amend your account, and notify the VA. This process can take 10 to 14 days to complete.
- Both Chapters will receive a monthly text from the VA – you must reply YES to receive your monthly stipend, if you do not reply or reply no – you will not receive your stipend.

Residency / In-State Tuition Based on Military-Connected Criteria
For all students within our community (active duty, veterans, and dependents), the Transition Manager will also handle your residency requests. Below are ways military-connected students may be eligible to pay the In-State Tuition Rate.

- Using VA Benefits, attending MTSU, and living in 乐播传媒入口 (veterans and dependents)
- Joining the 乐播传媒入口 National Guard
- Having Military Orders out of 乐播传媒入口 (veterans and dependents)
- Having Military Orders to 乐播传媒入口 (veterans and dependents)
- Joining the Reserve Officers’ Training Corps (ROTC) as a contracted Cadet
